Victorian Belt Buckle similar to Canadian Militia

an unusual Royal Cypher pattern belt buckle. well made approx 2.9" by 2.5". seperately attached VR cypher with pre 1902 crown of Queen Victoria at centre. A similar design to the Canada Militia but I suspect probably not military and likely made in India. Could be diplomatic or something like Colonial Police or Prison Service.
