German Army Artillery Officers School Leather Strap

unusual item and not sure what its for. set of equipment straps marked Heereschule fur Artillerie 23. I assume this is Bundeswehr and looks circa 1960s but I suppose it could be an older item. two straps approx. 7.75" long plus a longer on with buckle.
